The function <code class="function">lqr_progress_new</code> is the constructor for <code class="classname">LqrProgress</code> objects. It
can be used to setup a progress report indicator for rescale operations performed through

Newly created <code class="classname">LqrProgress</code> objects are inactive, and need to be set up using the functions
